However, the Minister acknowledged that expansion alone is no longer enough. The “Modern Canvas” of 2026 requires a “Digital Leap.” This involves courted foreign investment through public-private partnerships and engagements with international technology providers to master terminal automation. The government’s vision is for Colombo to emerge not just as a regional hub, but as a major Asian transshipment gateway, effectively linking Sri Lanka’s logistics sector to the high-speed growth of global manufacturing networks.
